I started reading the book, and in the first chapter it asks you to create a folder with console commands and a .cs text file with the code for a Hello world program.

The problem is with the permissions in C:\Windows\System32 folder.
You need to enable the built-in-administrator account to have permissions to compile a cs file in system32 folder. How to enable built-in administrator account for Windows 8, 8.1(check if it works for your OS version) , or you can simply put your IntroCSharp Folder anywhere else(even in the Windows folder should be fine).
Also, if you intend to dedicate a lot of time to learning CSharp, you should use an IDE. You can install Visual Community Latest Version and explore the numerious tutorials about Visual Studio in the Web. Visual Studio Tools has MsBuild command prompt and Developer command prompt for die-hard console fans..
